		<description>Assuming management is not dysfunctional, after deciding to measure expenses by department, it would be good to follow through on this -- otherwise important decisions could be based on flawed profit &amp; loss reports.  Since the unused computer could be sold on eBay, it&#039;s incorrect to consider it a free computer -- it has value.  If the second department has a productive use for the PC, it should &quot;buy&quot; the computer from the first department at the going market rate.  This will yield accurate measures of expense for each department while still saving the company time &amp; money compared to salvaging the old computer and buying a new one.

Neither Person A or Person B raised the point that arguing over the accounting for a single computer is probably a waste of time.</description>

Since no one is affected negatively with the computer being reallocated  and since there is no authority on the situation I say move the computer yourself. Its easier to ask forgiveness than get permission.</description>
